The Dame de Coeur progressive lottery organized by Outaouais Health Foundation is a draw aimed at supporting the Foundation's fundraising activities. The funds raised are invested in projects to improve healthcare in the region at the CISSS of the Outaouais, such as state-of-the-art equipment or innovative initiatives. This lottery is open to all Quebec residents aged 18 and older who purchase tickets and comply with the rules outlined below. Tickets will only be sold within the province of Quebec.
ELIGIBILITY

All entries will be processed and executed using the BUMP draw management platform, a division of CBN. In case of discrepancies, BUMP's records will be deemed correct and final. The Foundation is responsible for the conduct and management of the draw. The licence holder's liability will be limited to the purchase price of the ticket.

Participation is strictly reserved for individuals aged 18 and over who are physically located within the province of Quebec at the time of ticket purchase.

The following individuals are not eligible to participate in the draw: administrative staff working at the head office of Outaouais Health Foundation, members of the Foundation's Board of Directors, members of the Foundation's Audit Committee, and anyone residing at the same address as these individuals.
HOW TO PARTICIPATE
- Tickets will be sold by authorized sellers accredited by the Foundation as well as through an online platform managed by Foundation employees.

- Online purchasers will receive a digital stub via email listing the numbers associated with their purchased package.
- All ticket numbers corresponding to purchases will be entered into an electronic draw system that uses a random number generator to select the winning number.
- Each participant must provide their name and contact information to purchase tickets and be eligible for the draw.
DRAW AND WINNER COMMUNICATION
- The date and time of the winning ticket draw for each draw will be announced on the Foundation's website. The date will also be indicated on the participant's ticket. The draws will take place on 2
Wednesday mornings at 8:00 AM according to the following schedule for 2025:
January 2025: January 15, 22, and 29.
February 2025: February 5, 12, 19, and 26.
March 2025: March 5, 12, 19, and 26.
April 2025: April 2, 9, 16, 23, and 30.
May 2025: May 7, 14, 21, and 28.
June 2025: June 4, 11, 18, and 25.
July 2025: July 2, 9, 16, 23, and 30.
August 2025: August 6, 13, 20, and 27.
September 2025: September 3, 10, 17, and 24.
October 2025: October 1, 8, 15, 22, and 29.
November 2025: November 5, 12, 19, and 26.
December 2025: December 3, 10, 17, 24, and 31.
- The winning number and the winner's prize will be announced on the Foundation's website (www.lotodamedecoeur.ca) as well as on 104.7 Outaouais radio on Wednesday mornings between 8:00 AM and 9:30 AM, except on public holidays, when the announcement will be made through the same channels the day after the holiday, following the draw.
- In the event that the announced (displayed) number and the official winning number are not identical, the latter shall prevail
- The person holding the winning ticket must claim their prize by contacting the Foundation by phone or email, providing their purchase confirmation email (or presenting their printed ticket) and proof of identity. The holder of the winning ticket will have fourteen (14) business days from the time of the announcement to claim the prize. To facilitate the prize award process, the Foundation will also use the contact information provided by the ticket purchaser to reach out to them during the claim period.
- In the event that the person whose ticket is selected does not claim their prize within the fourteen (14) business days, the prize amount will be invested in a program of the Outaouais Health Foundation approved by the Régie des alcools, des courses et des jeux du Québec.
- The funds raised are divided as follows: 20% for the weekly prize, 30% for the cumulative jackpot, and 50% is allocated to the Outaouais Health Foundation to fund its projects.
- The cumulative jackpot will start at $5,000.
- Each week, a ticket is drawn at random, and the holder automatically wins 20% of the weekly ticket sales. But that person could win even more!
- At the time of purchase, the ticket holder will choose an envelope at random from those available. Once the weekly winning ticket holder is determined by the system, if the envelope chosen by the purchaser at the time of purchase contains the Queen of Hearts, the person wins the cumulative jackpot. If a card other than the Queen of Hearts is drawn, no additional prize is awarded (unless the card drawn is a joker). The drawn card is then removed from the game, along with all the tickets for the week. 30% of the week's ticket sales are added to the progressive jackpot, and the game resumes the following week.
- The game starts with a total of 54 cards (thus 54 envelopes). With each drawing, if the Queen of Hearts is not found, one envelope is removed, reducing the number of options for the next draw until the Queen of Hearts is drawn. Once it is found, the jackpot resets to its starting amount of $5,000.
- If the card drawn is the joker, a prize of $1,000 will automatically be awarded to the winner.
- The prize will be awarded via bank transfer in Canadian dollars, upon receiving the winner's banking information, within 60 days following the draw. In certain cases, draw prizes may be paid by cheque.
- The winner's prize is non-transferable and must be accepted as awarded without substitution.
- Only the holder of the winning ticket can claim the prize.
- Outaouais Health Foundation assumes no responsibility for any other person claiming to have an interest or right to receive all or part of the prize associated with the ticket.
- The odds of winning depend on the total number of tickets sold.
- Tickets are subject to verification by the draw organizers. Any fraudulent ticket will be automatically rejected and will not be eligible for a prize. The draw ticket will be void if there is evidence that the ticket has been stolen, not issued, ineligible, altered, counterfeited, defective, printed in duplicate, or printed/produced in error. Unauthorized individuals who copy, sell, or alter tickets are subject to prosecution.
- In the event that a secondary prize is added to a draw, the details of the prize, its value, and the draw specifics will be communicated on the Foundation's website (www.lotodamedecoeur.ca). All information regarding eligibility, the draw, communication with the prize winner, other terms and conditions, and the public release declaration outlined in this document will apply.
OTHER GENERAL CONDITIONS
- The personal information collected as part of the Dame de Coeur lottery, organized by the Outaouais Health Foundation in partnership with BUMP, a division of CBN, is strictly confidential and will be used exclusively for administrative purposes related to the lottery and to communicate with participants. This information will not be shared or sold to third parties without the explicit consent of the participants, except as required by law.
- By participating in the lottery, participants agree that their data will be processed by the Outaouais Health Foundation and BUMP in compliance with applicable personal data protection laws. Participants also have the right to unsubscribe from any mailing list by contacting [customer service email address or unsubscribe link], and their request will be processed within a reasonable timeframe.
- No official tax receipt will be issued for the purchase of raffle tickets, as stipulated by the Canada Revenue Agency.
- All ticket sales are final. No refunds will be issued to anyone for any reason. All purchased tickets, including the draw numbers on those respective tickets that are part of the draw, cannot be refunded, even if a ticket purchaser made an error in selecting the number of tickets they intended to purchase.
- If the integrity of a draw is compromised in any way, the Foundation will notify the Régie des alcools, des courses et des jeux du Québec (RACJ) and consult with the RACJ on the best course of action. The Foundation must receive approval from the RACJ before canceling the draw and/or modifying the draw rules.
- The Outaouais Health Foundation, along with any sponsor and partner of this lottery program, administers it in good faith and in the best interest of the Foundation. No partner (nor any employee or representative of any partner) can be held liable for any errors, system malfunctions, or decisions made in relation to the management of the program.
- The winners release the Foundation, its advertising and promotion agencies, their employees, agents, and representatives from any liability for any damage they may incur as a result of accepting or using the prize.
- This lottery program is subject to all applicable federal, provincial, and municipal laws and regulations. Any decision made by the organizers is final and without appeal.
PUBLIC RELEASE STATEMENT
- By participating in this lottery, the winner(s) agree to the use of their name, image, and voice for publicity purposes without compensation, except where prohibited by law. The winner(s) may be asked to participate in promotional activities related to the lottery, including but not limited to press releases, social media posts, or public announcements. By accepting the prize, the winner(s) consent to such use of their personal information as described in the terms and conditions of the lottery.
