Fondation Santé Outaouais 2026 Lottery — The Queen of Hearts

The "Queen of Hearts" progressive lottery of the Fondation Santé Outaouais is a progressive jackpot draw aimed at supporting the Foundation's fundraising activities. The funds raised are invested in projects to improve health care in the region at the CISSS de l'Outaouais, such as state-of-the-art equipment or innovative projects.

General Conditions

  • All orders will be processed and fulfilled using the BUMP draw management platform, a division of CBN. In the event of any discrepancy, the records of BUMP, a division of CBN, will be considered correct and final. The Foundation is responsible for the conduct and management of the draw. The licensee's liability will be limited to the purchase price of the ticket.

Eligibility Criteria

Participation is reserved exclusively for individuals aged 18 and over who are physically located in the province of Quebec at the time of ticket purchase, regardless of their place of residence or telephone number.

For online purchases, the buyer must authorize geolocation in order to confirm their presence in Quebec at the time of the transaction. In the absence of confirmation of a Quebec location (or in the event of the use of a process intended to mask the location), the ticket may be rejected during verification of the winning ticket, potentially resulting in a new draw to find an eligible winner in accordance with the regulations established by the Régie des alcools, des courses et des jeux du Québec.

Ineligible persons. The following may not participate in the draw:

  • all employees of the Fondation Santé Outaouais;
  • members of the board of directors of the Fondation Santé Outaouais;
  • members of the audit committee of the Fondation Santé Outaouais;
  • as well as all persons residing at the same address as the above.

Individual Participation

Participation in the Queen of Hearts lottery is reserved for natural persons. Purchases made on behalf of a group, association, company or any other legal entity are not eligible. Only one (1) name is registered per ticket. The name associated with the ticket cannot be changed after the ticket has been issued. Tickets may not be purchased in the name of a minor.

Every ticket purchase must be made under the first and last name of an individual, as they appear on an official piece of identification (e.g.: driver's license, health insurance card). This person is considered the official holder of the ticket and, where applicable, the only recognized winner of the draw.

The Fondation Santé Outaouais will award the prize exclusively to this person, after verification of their identity. Any agreement or division of the prize among the members of a group or company constitutes a private arrangement between those persons, without any responsibility or involvement on the part of the Fondation Santé Outaouais.

How to Participate

  • Tickets will be sold by sellers accredited by the Foundation as well as through an online platform administered by Foundation employees.
  • Participants who purchase in person at a point of sale will receive their printed ticket indicating the numbers associated with the tickets purchased.
  • Participants who purchase in person at a point of sale will have the option to buy their tickets via a self-service kiosk, when available.
  • When purchasing tickets through the online platform, buyers receive a digital stub by email listing the numbers associated with the package purchased.
  • All individual ticket numbers corresponding to the purchase are collected simultaneously for the electronic draw of the winning number by a random number generator.
  • Each participant must provide their name and contact details to purchase tickets and be eligible for the draw.

Draw and Communication with the Winner

The date and time of the winning ticket draw for each draw will be communicated on the Foundation's website. The date will also be indicated on the participant's ticket. Draws will take place on Wednesday mornings at 8:00 a.m. If the day is a public holiday, the draw will take place the day after the holiday. Sales will continue until 8:00 a.m. the following day.

June 2026: June 10, 17 and 24

July 2026: July 1, 8, 15, 22 and 29

August 2026: August 5, 12, 19 and 26

September 2026: September 2, 9, 16, 23 and 30

October 2026: October 7, 14, 21 and 28

November 2026: November 4, 11, 18 and 25

December 2026: December 2, 9, 16, 23 and 30

January 2027: January 6, 13, 20 and 27

February 2027: February 3, 10, 17 and 24

March 2027: March 3, 10, 17, 24 and 31

April 2027: April 7, 14, 21 and 28

May 2027: May 5, 12, 19 and 26

June 2027: June 2

The first day of sales will be June 2, 2026.

  • The winning number and the prize amount will be announced on the Foundation's website (www.lotodamedecoeur.ca), on 104.7 Outaouais radio on Wednesday mornings between 8:00 a.m. and 9:30 a.m., as well as on the Foundation's Facebook page.
  • In the event that the announced (displayed) number and the official winning number are not identical, the latter shall prevail.
  • One (1) draw will take place each week. If the Queen of Hearts has not been revealed by the end of the period covered by the license, a draw will be held among the eligible entries to determine a winner who will receive the weekly prize as well as the progressive jackpot, ending the current edition. The last draw provided for by the license is June 2, 2027.
  • The person holding the winning ticket must claim their prize by contacting the Foundation by phone or email, providing their purchase email (or presenting their printed ticket) and proof of identity. The holder of the winning ticket will have fourteen (14) business days from the time of the announcement to claim the prize. In order to facilitate awarding the prize to the winner, the Foundation will also use the contact details provided by the ticket buyer to communicate with them during the claim period.
  • In the event that the person whose ticket is selected has not claimed their prize within the period of fourteen (14) business days, the prize amount will be invested in a Fondation Santé Outaouais program approved by the Régie des alcools, des courses et des jeux du Québec.
  • The money raised is divided as follows: 20% for the weekly prize, 30% for the progressive jackpot, 50% given to the Fondation Santé Outaouais to fund projects.
  • The progressive jackpot will start at $100,000.
  • Each week, one (1) ticket is randomly selected from all tickets sold during the current draw period. The holder of the selected ticket automatically wins an amount equivalent to twenty percent (20%) of the sales of the current draw.
  • When purchasing their ticket package, each participant must choose a virtual envelope from those still available. Once the winning ticket is determined, the envelope selected by its holder is revealed.

Secondary Prizes

If a participant wins the weekly prize and the chosen envelope contains one of the following cards — Queen of Diamonds, Queen of Spades or Queen of Clubs — the participant will win one of the secondary prizes offered. If the envelope contains the Queen of Hearts, the participant wins the progressive jackpot.

Secondary prizes are also associated with certain specific cards:

  • If the envelope contains the Queen of Diamonds, the winner wins a car.
  • If the envelope contains the Queen of Spades, the winner wins a trip.
  • If the envelope contains the Queen of Clubs, the winner wins a year of groceries.
  • If the envelope contains the Queen of Hearts, the participant wins the progressive jackpot.

The secondary prizes are as detailed below:

Car

The winner will earn the following prize: a 2026 Toyota bZ XLE FWD electric vehicle with automatic transmission valued at $53,891.34, including taxes, preparation, transport and options.

Base vehicle and options including, among others:

  • Exterior color: Heavy Metal
  • Interior color: Fabric / Softex, black
  • Engine: Lithium-ion traction battery (Li-ion)
  • Mechanics: (ZEV), Hill-start Assist Control (HAC), drive mode selector and snow drive mode, front-wheel drive (FWD)
  • Transmission: single-speed electronic axle, dial-type electronic gear shift
  • Wheels: 19-inch black/silver alloy wheels with plastic covers
  • Tires: tire repair kit, P235/60R18

Registration, insurance, energy and maintenance of the vehicle are at the winner's expense. At their choice, the winner may choose between the car described above or a cash amount of $40,000.

Trip

The winner will be offered two all-inclusive resort vacation package options for one week and must select the one of their choice, which will be paid for by the Foundation. The package will include round-trip economy class airfare, transport between the destination airport and the resort upon arrival, return transport to the airport on the day of departure, as well as the stay at an all-inclusive resort. Any expense not expressly included in the vacation package will be at the winner's expense.

At the winner's sole discretion, this prize may be accepted in the form of one of the vacation packages described above or replaced with a cash prize of $6,000.

Cash option: $6,000

Grocery Card

The winner will receive a gift card valued at $14,000 redeemable at any supermarket operated under an IGA banner. At the winner's sole discretion, this prize may be accepted as described above or replaced with a cash prize of $10,000.

Cash option: $10,000
  • If another card is revealed, no additional prize is awarded. The drawn card is then removed from the game, along with all of the week's tickets. Thirty percent (30%) of the week's sales are added to the progressive jackpot and the game continues the following week with one fewer envelope.
  • The game begins with a total of 52 cards (therefore 52 envelopes). At each draw, if the Queen of Hearts is not found, an envelope is removed, thereby reducing the number of options for the next draw, until the Queen of Hearts is drawn.
  • Winners will be selected at random from all eligible entries registered for the relevant draw.
  • Weekly prize winners will be contacted using the contact details provided when purchasing the tickets.
  • The prize will be awarded via bank transfer in Canadian dollars, after obtaining the winner's banking information, within 10 business days following the draw. In some cases, draw prizes may be paid by check.
  • The winner's prize is non-transferable and must be accepted as is without substitution.
  • Only the holder of the winning ticket may claim the prize.
  • The Fondation Santé Outaouais assumes no responsibility with respect to any other person who claims to hold an interest in or a right to receive all or part of the prize associated with the winning ticket.
  • The chances of winning depend on the total number of tickets sold.
  • Tickets are subject to verification by the draw organizers. Any fraudulent ticket will be automatically rejected and will not entitle the holder to a prize. The draw ticket will be void if there is evidence that the ticket was stolen, not issued, ineligible, altered, counterfeit, defective, printed in duplicate, or printed / produced in error. Unauthorized persons who copy, sell or alter tickets are subject to prosecution.

How Subscriptions Work — Queen of Hearts Lottery

  • Each registered participant must confirm their acceptance of the Rules of Participation.
  • The payment information associated with each subscriber account will be automatically charged the amount corresponding to the registration, for all subsequent draws, unless previously cancelled by the participant.
  • Registration is carried out exclusively in Quebec, with geolocation enabled at the time of enrollment.
  • The subscription may be cancelled at any time by the participant on the lottery website via the "Manage my subscription" link located at the top of the page. You will need to create an account to access it for the first time.
  • Or by sending us an email containing the receipt of your ticket purchases (using the same email address as the one linked to your subscription).
  • The subscription remains in effect until a cancellation is made by the participant.
  • All active subscriptions from the previous edition remain valid until cancelled by the participant.

Other General Conditions

The personal information collected as part of the Queen of Hearts lottery, organized by the Fondation Santé Outaouais in partnership with BUMP, a division of CBN, is strictly confidential and will be used exclusively for the administrative purposes of the lottery and to communicate with participants. This information will not be shared or sold to third parties without the explicit consent of the participants, unless required by law.

By participating in the lottery, participants agree that their data may be processed by the Fondation Santé Outaouais and BUMP in compliance with applicable personal data protection laws. Participants also have the right to unsubscribe from any mailing list by contacting lotosante@fondationsanteoutaouais.ca and their request will be processed within a reasonable time.

  • No official tax receipt will be issued for the purchase of draw tickets, as provided by the Canada Revenue Agency.
  • All ticket sales are final. There will be no refunds issued to anyone for any reason whatsoever. All tickets purchased, including the draw numbers on those respective tickets that are part of the draw, cannot be refunded, even if a ticket buyer made an error in selecting the amount of tickets they wish to purchase.
  • If the integrity of a draw is compromised in any way, the Foundation will notify the Régie des alcools, des courses et des jeux du Québec (RACJ) and will consult the RACJ on the best way to proceed. The Foundation must receive approval from the RACJ before cancelling the draw and/or modifying the draw rules.
  • The Fondation Santé Outaouais, every sponsor and partner of this draw program administer it in good faith and in the best interest of the Foundation. No partner (nor employee or representative of any partner) can be held liable in the event of an error, system malfunction, or in relation to any decisions made related to the management of the program.
  • The winners release the Foundation, its advertising and promotional agencies, their employees, agents and representatives from any liability for any damage they may suffer as a result of accepting or using the prize.
  • This draw program is subject to all applicable federal, provincial and municipal laws and regulations. Any decision made by the organizers is final and without appeal.

Release — Public Statement

By participating in a draw, the winners authorize the Fondation Santé Outaouais and its representatives to use their name, image, photo, voice and biographical information on all media (website, social media, press releases, printed or digital material, audio and video), in Canada and internationally, for an unlimited duration, without financial compensation. The winners authorize the Fondation Santé Outaouais and its representatives to print, publish, broadcast or use their name, image, photo, voice, likeness and biographical information, for all purposes related to the Foundation and its activities, including, but not limited to, advertising, promotional and public relations purposes, and this, without any financial compensation.

Any person who refuses to participate in the filming or photo shoot, or to consent to the publication of these elements, would thereby waive their right to claim the prize.
