  1. What is the Outaouais Health Foundation Queen of Hearts Lottery? The "Queen of Hearts" progressive lottery by the Fondation Santé Outaouais is a progressive jackpot draw aimed at supporting the Foundation's fundraising activities. The funds raised are invested in healthcare improvement projects in the region at CISSS de l'Outaouais, such as cutting-edge equipment or innovative projects.
  2. Who can participate? All residents of Quebec aged 18 or older, physically located in the province at the time of ticket purchase, can participate. Administrative employees, board members, members of the Foundation’s audit committee, and their cohabitants are not eligible.
  3. How can I buy tickets?

Tickets can be purchased:

  • In person, from authorized sellers or at the Foundation’s administrative office.
  • Online, through a secure platform managed by the Foundation. Tickets purchased online will be sent by email.
  1. I am unable to purchase tickets due to geolocation issues. What should I do? To purchase tickets, your device must be authorized to access your location. If you are located in Quebec and are experiencing geolocation issues, it’s possible that location sharing has been disabled on your browser or device.

Here are the steps to resolve this issue:

On your Android device (phone, tablet, or computer):

  • Open Google Chrome on your device.
  • Click the three vertical dots in the top-right corner of the screen.
  • Select "Settings."
  • Scroll down to "Privacy and Security" and select "Site Settings."
  • Click on "Location."
  • Ensure that "Ask before accessing" is enabled.
  • Verify that the site is allowed under the "Allowed" section.

 

On your iPhone or iPad (iOS):

  • Open the "Settings" app on your device.
  • Scroll down to "Privacy."
  • Tap "Location Services."
  • Ensure that "Location Services" is enabled.
  • Look for the relevant app or site and enable location access.

  1. How long does it take to receive my tickets?

Tickets are usually sent to your email address within 5 minutes of your payment. Several factors beyond our control, such as a high volume of sales, may cause a delay in receiving your tickets via email. Please ensure that you enter your email address correctly during the purchase to ensure you receive your tickets and check your spam folder if you have not received them within hours after the transaction. If you still have not received your tickets within one hour of the transaction, please email us at lotosante@fondationsanteoutaouais.ca.

  1. I think I made a mistake with my email address when purchasing my tickets. What should I do?

If such an error occurs, please contact us at lotosante@fondationsanteoutaouais.ca, making sure to include your full name and contact information so that we can trace your transaction.

  1. How does the draw work and what are the amounts distributed?
  • Draws take place every Wednesday morning at 8:00 AM.
  • The winning number and prize will be announced on the Foundation's website (www.lotodamedecoeur.ca) and on 104.7 Outaouais radio between 8:00 AM and 9:30 AM on Wednesday mornings, except during public holidays. In such cases, the announcement will be made the following day, through the same channels, after the draw.
  • The funds raised are divided as follows:
  • 20% for the weekly prize.
  • 30% for the cumulative jackpot.
  • 50% are donated to Fondation Santé Outaouais to fund its projects.
  • The cumulative jackpot starts at $5,000 and increases each week if the Queen of Hearts is not found. When purchasing a ticket, the ticket holder randomly selects an envelope. Once the winner of the week is determined, if the envelope contains the Queen of Hearts, the holder wins the cumulative jackpot. If a card other than the Queen of Hearts is drawn, no additional prize is awarded, except if the card is a joker.
  • The game begins with a total of 54 cards (i.e., 54 envelopes). Each week, if the Queen of Hearts is not found, an envelope is removed, reducing the number of options for the next draw. This process continues until the Queen of Hearts is drawn. Once found, the jackpot resets to its starting amount of $5,000.
  • If the card drawn is a joker, a prize of $1,000 will be automatically awarded to the winner.
  1. How do I claim a prize?
    • The holder of the winning ticket must claim their prize within 14 business days following the announcement, by contacting the Foundation by phone or email with:
      • Their printed ticket or purchase email.
      • A valid proof of identity.

The prize will be paid by bank transfer or cheque within 60 business days.

  1. What happens if the prize is not claimed?

If the winner does not claim their prize within 14 days, the amount will be invested in a program approved by the RACJ.

  1. Are the tickets refundable?

No. All ticket sales are final and non-refundable, regardless of the reason.

  1. Is the prize taxable, and are the lottery tickets tax-deductible?

Lottery winnings are not taxable in Quebec. However, no official tax receipt will be issued for the purchase of lottery tickets, as stipulated by the Canada Revenue Agency, since the ticket provides the purchaser with a chance to win and is not considered a charitable donation.

  1. What should I do if there is a problem with a ticket?

Any fraudulent or altered tickets will be rejected. If there is an issue, please contact the Foundation at lotosante@fondationsanteoutaouais.ca .

  1. Where can I find the official rules?

  1. What are the draw dates for 2025?

Draws will take place every Wednesday morning at 8:30 AM on 104.7 Outaouais radio. Please check the full calendar on the website www.lotodamedecoeur.ca for the exact dates.

  1. Is my personal information secure?

Yes. The personal information collected as part of the Queen of Hearts Lottery, organized by the Fondation Santé Outaouais in partnership with BUMP, a division of CBN, is strictly confidential and will be used exclusively for the administrative purposes of the lottery and to communicate with participants. This information will not be shared or sold to third parties without the explicit consent of the participants, unless required by law.

By participating in the lottery, participants agree that their data will be processed by the Fondation Santé Outaouais and BUMP in compliance with applicable personal data protection laws. Participants also have the right to unsubscribe from any mailing list by contacting [customer service email address or unsubscribe link], and their request will be processed within a reasonable timeframe.
